How can you cancel a card or account?

Is still have 15 dollars in my account I wish to cancel this account but I can not send my 15 dollars because it keeps saying failed for transaction fees, I do not like this service and feel bad I wasted my time trying to get this account, your promises are really good and looks like a good concept but it’s no where near where it should be please cancel my account and let me take out the money I put in
